I have examined the accompanying Ordinance intituled

An Ordinance to amend

further the Volunteer Ordinance, 1920,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2. Under the Volunteer Ordinaneae, 1920 and 1921, there was no

sanction for inefficiency except the drastic and not always desirable

sanction of dismissal, and the fact that a voluneserif dismissed

during his first year of service forfeits $60, ir during the second

year $40, and if during his third year $20.
